Police Officers On Duty Cap!

I have noticed a large increase in police officers on duty. Though I think it’s great we have so many officers available to the citizens.. Our city should be monitoring resources and not have an overwhelming amount of officers around. 
Per 8 citizens there should be 1 police officer. So for 65 citizens there can be 8 police officers on duty. Exceptions for meetings, training, and can add one slot for head of police. This would allow for an even distribution of police work to crimes and safety. Obviously if crime increases, things can be adjusted but.. a cap needs to be made. 


Side note: cops staking out at locations without reasonable cause is not right. Don’t sit around, you can drive by once a day to “patrol” but don’t sit there just cause. Ruins it for everyone.

Firstly,

I'd like to address the B&E situation, we have multiple occassions where we were ambushed when responding to a B&E which resulted in a use of more force which is unfortunate for those that do the B&Es alone, however as the saying goes a single rotten apple ruins the entire batch.

Secondly,

I'd also like to address limiting the amount of cops that are on the clock at any given time, the idea of 8 cops in the city at any given time is not enough given how big los santos actually is, if there were a B&E inside of paleto and im inside of the city say for example at VPD it takes me approximately 5 minutes to get there which gives those whom are doing a B&E sufficent time to take the cash and get away before i even get a chance to even think about getting to paleto. Now say for example there is a situation where there is a house robbery and the current server rule revolves around 6 members in a gang situation at any given moment and theres 8 units in the city, that would required 6 of those units to be in close proximity within any given moment given the fact that most individuals rather turn and shoot a LEO before anything intense is even about to happen.

Thirdly,

I'd like to address limiting the amount of officers responding to any given situations, since there are a large majority of the city in contact with eachother and on a radio channel with eachother it severely limits what the PD can actually do in terms of taking down any in any given situation, there has been multiple occassions where i was chasing a single person and it ended up being 4 other people showing up that immediately fired at me with no second thought. Again before limiting the PD we also have to limit the community at large because not only would it reduce the amount of PD it would also result in the PD responding to less calls

I like the idea of limiting cops per call. House robbery, 3 officers.... store robbery... 3 officers... drug deal... 2 officers... basic traffic stop... 1 officer... basic high speed chase 3 cars... I'm just shooting out numbers at random.  We definitely try to manage units per call within reason, but obviously it's difficult to create those rules because each situation is different. A traffic stop may seem basic, but if that person has a warrant it requires up to 3 cars to perform a felony stop. 

I'm getting off topic. I like the idea and love the conversation so far.

I think it's enough for them to know it's a high crime neighborhood and patrol accordingly, they don't need GPS every time someone moves a bag.

I mean I don’t see a problem with patrolling in the sense that.. they can drive by. I think driving around the area patrolling once every like 30min or whatever isn’t bad. Just the sitting in one spot waiting is what’s bad. Like.. literally sitting there guns on deck .. that’s not cool

Agree with all that.  I don't think there should be a 100% universal "all seeing eye" type of notification system, it needs a bit of nuance imo.  Who is loudly and openly calling the police over someone offering them weed or even messing with a parked car in a high crime neighborhood?

I think it's enough for them to know it's a high crime neighborhood and patrol accordingly, they don't need GPS every time someone moves a bag.

Not saying I think the LEO presence is perfectly balanced right now but keep in mind they are planning for 100 players and higher tier of criminal activity.  There will also be dedicated units within PD so that some are focused on specific tasks.  Think of this like a Burglary Task Force?

 Also worth noting that PD doesn't automatically have access to all the crime meta, they are left to figure this stuff out just like other players so they don't always know what crims are seeing or even know about things that may be common knowledge in the underworld.

Basically I see this being part of a constant back and forth shift where PD is consistently going to be outnumbered by criminal players. I think it's on the crims to find ways to counter evolving police tactics, and vice-versa.

Yeah I have noticed this. I was breaking into houses and there was at minimum 6 cops there with shotguns and guns out. It’s not a hostage situation, someone broke into a house. If there is enough cops on for 6 of them to show up to a house robbery maybe there is too many around. If that’s all the cops in town, aren’t they being a little too thirsty for action? In Shays math 1 police officer for every 8 citizens just turned into 1 criminal requiring 48 citizens worth of police enforcement for busting in a house to rob stuff. And this isn’t the first time I’ve seen this response. Isn’t there other crimes going on? Isn’t there a need for them to bring patrolling other places? How many are online when something like this can happen? I think Z muscle should show not a number but a ranking of (low”2 officers”, medium “3-5”, high”6+”)
