Announcements for PD and LSMS

I figured it would be nice to have a command for LSMS and PD to have where they can broadcast an announcement for example if LSMS are getting a lot of calls, they can send out an announcement like: "Due to high call volumes, the wait time for medical help may vary." or something like that. I had dealt with a situation earlier where we tweeted it out and I noticed it may seem unprofessional.
