Max Speeds

i'm all for the lowering of this at the top end, but the nerf at the bottom end seems excessive.  I don't see much reason for having normal road vehicles with a top speed below 80mph.  For something non-road worthy like a golf cart or riding lawnmower, sure, but anything meant for transportation that isn't a beater/"rusted" version should be able to at least maintain the highway speed limit uphill. 

Below that they aren't really functional vehicles anymore and there's no reason to have them on the market in the first place.  I don't think setting a lower limit of 80mph for most vehicles would disrupt anything.
