Racing App on the phone for street racers

Since street racing is illegal, street racers that want to compete should gather a dongle or some sort of phone add on as a physical item in order to access this app on their phone that tells them when and where races are held. Police won't get alerts for it but these races will be city wide. Anyone with a dongle or said device that downloaded the app on their phone would be get a notification for races. They can then join the race and head to a meet up location on their map. Each race should also have a classification of vehicle in order to make it fair for all racers. So it could be ranked by Sports or letters like A-S+ (Each letter with a + means its fully upgraded). Every race that people enter will have a fee so that the top 3 winners have prize money. So each race could range from $1000-$5000 entry fees.
