Lack of a Black Market

So, my sister roleplays here and among the things that I find kind of disturbing here, one thing stands out the most that I'd like to address... Why isn't there a Black Market? That'd be perhaps one of the most innovative things to throw in as it would allow the criminals of the city to get rid of stolen cars, drugs, etc. without being caught all the time (Unless caught in the act, because realistically - the government doesn't do too much deep web searching.) and it adds something of an anonymous force to the rp as the black market is a collective of people, and not run by just one person... Just an idea though.
