Expansion to "Service Baiting" Rule

Judging by recent events I think it would be reasonable to expand the "No Service Baiting" rule to cover stealing ambulances & police vehicles.  Same rare exceptions already listed would apply (fleeing a serious active crime scene or other extreme circumstances) but stealing either one should be restricted in my opinion.

Stealing these service vehicles denies other players access to medical service or quality PD/crim interaction while they deal with the bullshit, prevents EMS or PD from getting the RP they've trained and worked for, and is just low-effort in general.

Personally I don't get too upset when a pd ride is stolen. It sucks, but it gives people a chance for different rp. PD has been getting cars stolen off and on for six or so months now. Since the city is so busy its more frequent than previously. I do believe there is a way to request a new vehicle if the current one is on the road (stolen), though I may be wrong in that assumption. They get no access to supplies, no radio comms. The pd uniform is not available in stores, so I feel any public risk of safety is perhaps smaller for PD than some may believe. 

I do agree that having an ambulance stolen is more of a crippling issue than a PD vehicle. Meds may only have access to an ambulance, where PD (based on rank) may have a second vehicle option to take.
