Lockpick & Hotwiring

So when I try to lockpick say a Rumpo, I lockpick successfully but when I try to get in the door to start hotwiring it doesnt allow me inside the car and I again have to lockpick in order to get inside. Sometimes I cant even get in the car after successfully lockpick it twice. Also when I hotwire I'm able to drive away even while hotwiring.
