Taser rework

I've noticed tasers are 100% effective if they connect. I'd like to see maybe a 10-15% chance of not working after firing. They seem a bit too OP, and even a 10-15% fail rate is a bit more realistic vs 100% success rate. 

I think this would add a little more to the criminal vs police interactions, allow negotiations to go on more, or even a higher chance to escape on foot.
