Clerk respawns to represent new shift change?

The last few hours before black out I keep noticing that more than half of the clerks are laying dead on the ground if not more. I was curious on how you guys felt about a 1-1.5 hour respawn on clerks to represent a new clerk coming in for their shift? It would add a bit more life to the city in addition to giving other people a chance to rob a store even though the person earlier decided to blast the clerk after robbing them.
