Vehicles coasting much more, poor braking and handling since latest update

I've noticed since the latest update affecting vehicle speeds that my Infernus Classic in particular severely coasts when I let off the gas.  It's almost as if cruise control is on but it's not.  It even almost sounds like it's still accelerating.  I'm also REALLY having to lay on the brakes now to come to a full stop and it feels pretty extreme.  I would imagine the coasting is also affecting how the car handles which is really poorly compared to pre-patch.  Is this just me?  Is this a bug?
