I can agree to this from both ends as a cop character and a criminal character. Whilst on duty as a cop I don't see many house robberies going off anymore as a good bit of the criminal life/RP is made from this scenario.
It's been an issue for me and my group as well. We don't even want to hit houses right now because it's a waste of lockpicks to hit a house and not be able to find any to re-coup the cost + pawn shops being changed.
Not worth it at all that way. If you do that as a main source of income and you enjoy getting the lockpick on the side, sure. That’s how it is supposed to be in my opinion, think of it as a bonus paycheck. But it’s not supposed to be the only way to get lockpicks as it is too much work for too little.

Fair point, though you could also look at it as looking for ALPs with the rest of it as bonus.
Maybe the bottleneck is that there are fewer people in the city overall lately so the supply has dwindled that way? IOW it's not less items but less people looking.
I'd agree that a second source could be interesting, perhaps one more directly in line with the crim lifestyle.
