LSPD Radio/Dispatch Immersion

I think our radios are way too loud in general, and would love to have a radio sound to them.  I think we should have that dispatch sound, with the volume being realistic as right now it sounds like you are talking to someone next you as well.  Or being able to adjust radio/dispatch volume would be a nice feature!
