Wind Volume

I know that storms themselves were worked on or removed a few months ago but it seems to me that the volume of the wind in the city is overbearingly loud. Ive come across a few situations that have completely ended rp situations because people either cant hear or cant think due to the wind. Im not against having the wind or other background sounds but if the wind was maybe half the volume i think it would help immensely with the drowning out of voices.
