Vehicle meta files

will whoever handles the vehicles fix the metas on the Declasse Vamos please? a fully kitted one in New chance is 15 mph slower than a completely stock one normally is. And the torque is way off as well...Tested on my own sandbox server, so I know the files haven't been altered.

also tested mine against a stock one here in NC... 3 mph top end difference...I have videos of each, if needed..
