I think it'd be a really cool feature that could potentially bring some cool RP by being able to call numbers from an "Unknown Number"

would be dope to do it on a payphone, just put in a number and pay $50 to make the call

Yes! Payphone's and also the Unknown Number option. I think this would be awesome. I would definitely use it.
