NPC's despawning at important moments

I have been encountering a lot of issues regarding NPC's despawning on me... The two main frustrating ones are: When robbing a car with a pistol, the NPC gets out the car and most of the time just despawns leaving you without keys or sometimes even without access to the car since it might end up being locked. Sometimes you are lucky enough and get the keys before they despawn.

This might be tied to the other occassion that I have been encountering this issue: Locals tend to despawn when they go into the animation of making a picture with their phone. They pretty much always despawn right before they take the picture. This despawning behaviour is really annoying when doing a specific activity. I assume you can guess which one.
