Roosevelt valour?

I recently bought the standard Roosevelt thinking I would be able to have it transformed into a Valour but this from what I've seen isn't in the city is there any chance this could be put in? Pretty much the exact same car however the Valour has a lot more customizations where as the standard Roosevelt has nothing apart from the very basic paint windows and regplate
