Robbery- Store Clerk ends up taking shots at anyone outside of store.

So, I was driving along  to find a megamall/market for Rolling Paper and I just suddenly have my rancher peppered with buckshot from a clerk. I got close enough to record the clerk trying to kill me despite the lack of antagonism, I am wondering if this is just a case of the game as normal or if this was unintended.
