Yacht Changes

Yacht Changes are needed for the yacht as it's stale and easy to complete, as you can do it solo right after restart. It should be like a Frank mission, for example you should have to talk to someone who gives you a location to get a code (you then use that code on the boat). Then after you have the code you are texted a location of a boat. You then have to steal the boat with a couple NPC's protecting it. Then after you have the boat you go to the yacht and continue as normal. but the pay-out should be upped to a range of 25k-40k as this would optimally be completed with a group of 4+ people so the fair split would be 6.25k-10k each. The cops should be alerted about the yacht getting hit as the hack is completed. This should also not be able to be started until a random time between 1-2 hours after restart as it has become a race to get the free cash. As this will now have a larger pay-out it should take at least 3 cops clocked on to keep things fair. Also having the yacht up by Paleto to have the same apply to have options.
