Store Robbery Cooldown after server restart

As an officer clocking in after the server restart, we are extremely overwhelmed by the amount of store robberies that take place. We respond to a call and chase the vehicle leaving the scene and we lose visual and it just rinses and repeats. There are a lot of other factors that come into play but it is mainly very stressful having to respond to store robberies and suspicious activity calls back to back to back to back. I am suggesting some sort of cooldown that limits stores from being hit within the same time. i.e. someone robs a store and every other store in the city is on cooldown for x amount of time or every other store in the area is on cooldown for x amount of time.
