Changing it so all vehicles come with Engine Level 0 from factory - rather than Level 3

So, at this moment in time, when you purchase a new vehicle, whether that be through Vapid or directly from the warehouse, the car comes pre-installed with Engine Level 3 (EMS 3). I believe that if possible, it'd be beneficial for the vehicle to come from the factory stock as intended, this will help in a number of ways. 

1) Tuning - The Engine upgrade option and the Turbo upgrade option are the two most beneficial upgrade factors vehicle wise, making it so all vehicles from the factory come completely stock, it'll allow for the tuning option on vehicles to feel more beneficial and more worth the money to customers, especially if they're jumping straight from a stock engine to a fully kitted one. 

2) From the factory, most vehicles in real life will come stock, meeting the manufacturer's specification. You do not order a brand new Kia Sportage from Kia, and it arrives from the factory with a fully forged engine block for example.

3) If the vehicle does come fully stock, it'll allow for LS Customs to offer different "stages" of tuning. For example, at the moment a "Full Tune" is a vehicle tuned to approx. Stage 4, with "Full Kits" being a Stage 5 tune approx. (It varies from vehicle to vehicle). We'll be able to offer different Stages of tuning depending on the budget of the client, allowing for more variety in tuning for the clients of LSC and it'll help provide more RP to LSC employees by giving them more tuning work to be able to do, being able to go into varying depths of detail depending on the stage the client chooses.

If this is not possible, it's no biggie, but it'll help in multiple ways as stated above.
